Aircraft ELT Beacons Located

Killaloe Coast Guard Unit after over eight hours searching located three active emergency beacons, ELT's in the O'Brien's Bridge area. The Local Killaloe Unit of the Irish Coast Guard wish to advice all owners of emergency beacons, ELT or EPIRB to keep them in a dry cool area and make sure that  batteries are fully charged.

Distress radio beacons, also known as emergency beacons, ELT or EPIRB, are tracking transmitters which aid in the detection and location of boats, aircraft, and people in distress. Strictly, they are radiobeacons that interface with worldwide offered service of Cospas-Sarsat, the international satellite system for search and rescue (SAR). When manually activated, or automatically activated upon immersion, such beacons send out a distress signal. The signals are monitored worldwide and the location of the distress is detected by non-geostationary satellites, and can be located by some combination of GPS trilateration and doppler triangulation.^[1]

The basic purpose of a distress radiobeacon is to help rescuers find survivors within the so-called "golden day"^[2] (the first 24 hours following a traumatic event) during which the majority of survivors can usually be saved.

Since the inception of Cospas-Sarsat in 1982, distress radiobeacons have assisted in the rescue of over 28,000 people in more than 7,000 distress situations.^[3] In 2010 alone, the System provided information which was used to rescue 2,388 persons in 641 distress situations. ^[4]

These airborne Chinese lanterns have become increasingly popular in recent years as a way of marking special events. However, they do pose a significant danger to aviation traffic and can cause the deployment of Irish Coast Guard resources on false rescue missions. Chinese lanterns, drifting across a night sky, are commonly mistaken by the public for marine distress flares.

If you are intending to release sky lanterns:

You must, before the release date, obtain permission in writingfrom the Flight Operations Dept of the Irish Aviation Authority.  You can contact them at fod@iaa.ie or by phone at 01 603 1148

To ensure your lanterns are not confused as a sighting of a distress signal, you must contact the following agencies just prior to releasing the lanterns:

Navigation Bye-Laws

Killaloe Coast Guard was asked by their divisional control Valentia Coast Guard to investigate a report of a Cruiser that nearly swamped a lake boat with a number of children on board on Lough Derg. Upon investigation Killaloe Coast Guard would like to remind all water users on Lough Derg of the Bye-Laws that exist plus the importance of courtesy of larger or faster craft to be vigilant of smaller less stable boats.


SHANNON NAVIGATION BYE LAWS
The Shannon Navigation Bye-Laws and the Shannon Navigation (Construction of Vessels) Bye Laws are contained in Statutory Instruments Nos. 79 and 80 of 1992. These may be purchased for a small fee from the Government Publication Sales Office, Molesworth St., Dublin 2. An abridged list of the main Bye Laws are set out below. These are also printed on the Shannon Navigation Charts.

NAVIGATION
1. Always keep to the marked channel.
Red On Left Going upstream and into bays & harbours. Black on Right
Black On Left Going downstream and out of bays & harbours Red on Right
2. Keep a good distance off all navigation markers. Keep clear of weirs.
3. When meeting an approaching vessel, keep to the right of the channel so that you pass each other on the left-hand side.
4. If you meet a vessel crossing from your right and there is a danger of collision, you must give way.
5. When overtaking leave the other vessel on your right hand side. You must keep out of its way when doing so and it must leave you sufficient room to overtake.
6. Keep to the marked navigation arch when negotiating bridges. Use the arch to your right when more than one arch is available.
7. When going upstream at a bridge, give way to vessels coming downstream.
8. You must give way to vessels under sail.
9. Keep a good lookout and navigate with care, caution and reasonable consideration of others.
10. It is an offence to navigate when under the influence of drugs or alcohol.

SPEED, LOCKS AND BRIDGES

11. It is an offence to exceed 5 km per hour within 200m of a bridge or jetty and within 100m of a lock, harbour, moored vessel or in a canal. Reduce speed when passing swimmers, anglers and small boats.
12. Always approach locks slowly and keep out of the way of vessels exiting. When in a lock, do not refuel and do not light cookers or any other appliances with a naked flame. When there is more than one vessel in the lock, switch off your engine. When leaving the lock, do so at slow speed.
13. Ensure that you have adequate headroom when passing under bridges. If in doubt, at Roosky or Tarmonbarry, request that the bridge be raised. Portumna Bridge must be opened and the Lough Allen Canal footbridge must be raised. Always check air draft gauges at Limerick before passing under bridges

Have a safe Christmas from Killaloe Coast Guard

Hundreds of emergency and essential service workers will make their way to work over this holiday period. Staff of the Coast Guard working at the marine emergency coordination centres in Dublin, Malin Head and on Valentia Island will be ready to take calls. They will also listen out for distress calls on the global maritime distress safety system. They are there to help and to respond, to dispatch and coordinate the response to emergency calls when people get into difficulty.
Search and Rescue Units will be on-call and ready to respond throughout the entire holiday period; just as they are at all other times during the year. That’s 24 hours per day, seven days per week

Coast Guard volunteers are stationed at 55 locations on the coast and on inland waters. Along with Royal National Lifeboat Institution and Community Rescue Boats Ireland, volunteers will more than likely be called away from their families to assist persons in difficulty. Volunteers with Irish Cave and Mountain Rescue Units will similarly be on standby should they be needed. So too will the Coast Guard SAR helicopter crews at Dublin, Shannon, Sligo and Waterford Airports.
Christmas is a good time for us to reflect on the selfless dedication and courage of those working and available 24/7 in the rescue services. It is also a good time to think of your own responsibility when partaking in outdoor pursuits or activities and to ensure you have the proper training and ability.

It’s vital you are using equipment that is fit for purpose, have made careful plans, have checked the weather forecast and are following recommended procedure before venturing out. Whether it’s boating, fishing, hill walking, climbing, caving or some other activity. Please remember that it’s the winter. Days are very short, water and air temperatures are low, weather conditions can be bad and there may be ice and fog about. All these things, along with the capability to alert the rescue services if things go wrong, must be taken into account.

Advice from the Coast Guard for parents is to please keep a sharp eye on your children. Rivers are swollen with floodwater and never, ever, allow them to go out on ice that forms on water.
Remember, if you do see someone in difficulty at sea, on the cliffs or rivers or lakes of Ireland, dial 999 or 112 and ask for the COAST GUARD

Warning to Swimmers on the R. Shannon

Killaloe Coast Guard Unit received a 999 call from a member of the public that six teenagers were swimming off the Jetty on the Ballina side of the Bridge at the Birdhill side. As this area is subject to very strong currents the Unit advised the teenagers not swim at this location in the future.



The walk way on to this jetty is blocked up and should not be used. Waterways Ireland will proecute any tresspassers.
